Robert Hensley practices out of the firm’s Inland Empire Office and represents and advises cities and other local agencies in a variety of matters. Robert serves as the Assistant City Attorney for the Cities of Hesperia and Chino, and in that capacity, he acts as primary counsel to the Planning Commission, as well as supporting the City Attorney in advising the City Council. He advises city clients on a wide variety of public law topics including open government (including the Brown Act and Public Records Act), municipal code enforcement, litigation matters, ordinance drafting, and land use & zoning.
In addition to being Assistant City Attorney in Chino and Hesperia, Robert serves as Assistant General Counsel for the Palmdale Water District and South Montebello Irrigation District.
Robert previously served as Chair of the firm’s Code Enforcement Practice Group and City Prosecutor for several cities. In that role, he advised clients on all aspects of code enforcement matters including public nuisances, administrative citations, abatements, receiverships, civil and criminal prosecution, cost recovery, permit revocation, and ordinance drafting.
Robert has a diverse litigation background in matters pertaining to water, land use, fair housing/housing discrimination, labor and employment, premises liability, and Government Claims Act matters, among other areas. Before joining the firm, Robert was a Deputy Attorney General with the California Department of Justice, litigating complex labor and employment matters, and administrative and regulatory matters on behalf of the State of California.
