Jessica Michelle Santiago is an associate in Aleshire & Wynder’s Orange County office where she is a member of the Public Finance, Public Law, and Elections Law practice groups.
Jessica serves as the Assistant General Counsel to the Santa Clara County Housing Authority and Deputy City Attorney to the City of Perris. Jessica assists the firm with a broad range of legal matters, focusing her practice on public finance, land use and zoning, contracts, and elections law. She also advises clients on various matters relating to open government and ethics including the Brown Act, the Public Records Act, and the Political Reform Act, and has provided AB 1234 training to public officials.
Jessica represents clients as bond counsel, disclosure counsel and underwriters in a wide variety of public finance transactions for state and local agencies, including cities, counties, joint powers agencies, school districts, water districts and special districts. Her experience includes, general obligation bonds, lease revenue bonds and certificates of participation financings, revenue bonds, and land-secured financings.
During law school, Jessica served as a Staff Editor for the UC Irvine Law Review, Co-Chair of the Latinx Law Student Association, First Generation Professionals, competed in the Moot Court Competition, and participated in pro bono projects, including the Saturday Academy of Law, Permanency Project (collaboration with Orrick and LAFLA), One Justice, and UC Immigrant Legal Services Center.
