Floy Andrews is a partner in the firm’s Oakland office and currently serves as City Attorney for the City of Cupertino. Her practice focuses on public agency law, including housing, environmental law and land use, public safety, and police oversight.

Floy leverages a diverse professional background to advise public agency clients on complex municipal challenges, including infrastructure development and housing initiatives, local revenue generation, multi?agency projects, and public safety and police oversight. In addition to her role with Cupertino, she serves as Assistant City Attorney for the City of Richmond and as legal counsel to Richmond’s Community Police Review Commission. She recently supported Suisun City as Acting City Attorney.

Prior to joining the firm, Floy served as Vice President and Associate General Counsel at The Irvine Company, the State’s largest diversified real estate company, where she managed high?risk litigation matters. She previously practiced as Litigation Counsel with O’Melveny & Myers LLP, experience that continues to inform her strategic and practical approach to complex legal issues.

Floy graduated magna cum laude from Loyola Law School and holds a degree in Bioethics from Columbia University. She also served for five years on the Ethics Committee at Summit Medical Center in Oakland
